Government Unveils TaifaCare in Kisumu, Pioneering Inclusive Digital Health

Launch of Social Health Authority and TaifaCare in Kisumu County

The Social Health Authority (SHA) and TaifaCare have officially been launched in Kisumu County, marking a significant step forward in Kenya’s pursuit of Universal Health Coverage (UHC). This initiative is the result of collaboration between the Ministry of Health and the County Government of Kisumu, aiming to transform healthcare delivery through digital innovation and equitable access.

Key Figures and Leadership

The event was led by Health Cabinet Secretary Hon. Aden Duale and Kisumu Governor Anyang’ Nyong’o, with participation from SHA CEO Dr. Mercy Mwangangi and Digital Health Authority (DHA) CEO Eng. Antony Lenaiyara. The launch positioned Kisumu as a model county for digital health innovation, emphasizing health equity and patient-centered care.

During the event at Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH), CS Duale highlighted the government’s commitment to ensuring healthcare is accessible, affordable, and transparent for all Kenyans. He emphasized that TaifaCare ensures no citizen is left behind due to financial constraints. The program includes several funds such as the Social Health Insurance Fund (SHIF), Primary Health Care Fund, and Emergency, Chronic, and Critical Illness Fund, alongside digital health infrastructure.

Focus Areas and Infrastructure Development

CS Duale outlined four key areas for UHC: digital health transformation, access to essential medicines, investment in healthcare workers, and sustainable health financing. Kisumu County will receive 1,020 tablets and 220 desktops to support digitization at both community and facility levels.

So far, 597,634 residents—more than half of Kisumu’s population of 1.15 million—have registered with SHA. Additionally, 200,337 people have undergone means testing, contributing an average of Sh 523. Of the 397 facilities in the county, 192 are already transacting with SHA, and 175,700 hospital visits have been recorded under the system.

Nationally, Sh 3.7 billion in claims have been approved, with Kisumu benefiting from Sh165 million under the primary healthcare component alone.

Cancer Equipment Commissioned and Digital Milestones

During the same event, CS Duale commissioned a state-of-the-art CT scan and mammogram machine at JOOTRH. He also announced plans to fast-track the completion of a regional cancer center serving the entire Lake Region Economic Bloc. This development is expected to significantly reduce the need for patients to travel to Nairobi for cancer care.

JOOTRH, which recently transitioned to the national government, now operates as a key referral facility under the Ministry of Health. Kisumu has already digitized 39 public health facilities, enabling seamless patient journeys from registration to pharmacy.

Governor’s Perspective on Innovation

Governor Anyang’ Nyong’o hailed the rollout as a transformative milestone, reaffirming Kisumu’s leadership in health sector innovation. He noted that the county began its digitization journey with siloed HIV treatment applications before expanding to integrated platforms like KenyaEMR, now operational in 28 facilities.

To address high costs, the county adopted a public-private model to roll out digital health services in major hospitals such as Kisumu County Referral Hospital, Kombewa, and Ahero. While effective, these models couldn’t scale across all primary facilities, a gap that the national TaifaCare program is now helping to close.

Nyong’o also highlighted the launch of the Kisumu County Digital Health Transformation Roadmap and the Kisumu Data Repository Architecture during the Lake Region Digital Health Conference in October 2024. These frameworks, developed through multisectoral collaboration, are streamlining data use, planning, and real-time decision-making.

Community Outreach and Technological Integration

SHA CEO Dr. Mercy Mwangangi confirmed that over 200,000 households in Kisumu are already covered under SHA. She emphasized that TaifaCare is not just about insurance but full health system reform. “TaifaCare is not just a programme. It is a unified national scheme that provides comprehensive cover for all Kenyans from preventive care to chronic disease management,” she said.

She also highlighted the introduction of the ‘Lipa SHA Pole Pole’ model, allowing households to pay contributions in manageable installments. DHA CEO Eng. Lenaiyara mentioned that the provision of digital tools such as tablets and desktops would support biometric registration, real-time data sharing, and elimination of ghost patients and claims.

“From biometric data to real-time dashboards, everything is connected and visible,” he said.
