Recent developments in global geopolitics have seen heightened tensions between Russia, China, and the United States. In response to a series of provocative statements from Russian officials, U.S. President Donald Trump has ordered two nuclear submarines to be positioned closer to Russian waters. This move comes amid growing concerns over military posturing by both Russia and China, who recently conducted joint naval exercises in the Sea of Japan.
The exercises, known as Joint Sea-2025, involved four Chinese vessels, including guided-missile destroyers Shaoxing and Urumqi. These drills, held near Vladivostok, included submarine rescue operations, anti-submarine warfare, air defense, and maritime combat scenarios. The exercises are part of a broader effort by Russia and China to strengthen their military ties, which have deepened significantly since they signed a “no-limits” strategic partnership in 2022.
This cooperation is not new. The two nations have been conducting joint military exercises for over two decades, with the “Joint Sea” series beginning in 2012. However, their collaboration has become more frequent and intense in recent years, with leaders Vladimir Putin and Xi Jinping meeting over 40 times since 2012.
Despite the pre-planned nature of these exercises, they coincided with a sharp increase in rhetoric from Russian officials. On Telegram, Dmitry Medvedev, the deputy chairman of Russia’s National Security Council, warned about the potential use of “Dead Hand,” a hypothetical doomsday system capable of launching a nuclear counterstrike even if Moscow were destroyed. His comments were interpreted as a direct challenge to U.S. actions.
In response, Trump announced that he had ordered two nuclear submarines to be deployed in “appropriate regions.” He emphasized the importance of words in international relations and expressed hope that this would not lead to unintended consequences. However, his statement was seen as a strong signal of U.S. readiness to defend its interests.
Regional Concerns and International Reactions
Japan has raised concerns about the joint exercises between Russia and China, viewing them as a potential threat to regional stability. Japanese officials have described the coordination between Beijing and Moscow as a “strong concern” for national security. Meanwhile, Chinese officials criticized U.S. military drills with Japan and other countries in the western Pacific, accusing the U.S. of using military exercises as a pretext to intimidate other nations.
The White House, Pentagon, and Downing Street have remained silent on the escalating tensions, which come just days before Trump’s August 8 deadline for Putin to declare a ceasefire in the war against Ukraine. Trump has vowed to impose “devastating” sanctions on Russia and her closest trading partners if his demands are not met.
Military experts suggest that Trump likely deployed two Ohio-class submarines, each armed with up to 20 Trident II D5 missiles capable of delivering multiple thermonuclear warheads over a range of 7,000 miles. The U.S. Navy has 71 nuclear-powered submarines, while the Russian Navy has fewer than 30.
Strategic Implications and Calls for Caution
Russian officials have sought clarity on U.S. actions and intentions, with state-controlled media outlets like RIA Novosti attempting to contact U.S. authorities without success. Meanwhile, some analysts have called for caution, noting that Medvedev does not speak for Putin. Oligarch Mikhail Khodorkovsky, now a critic of Putin, dismissed Medvedev’s apocalyptic tweets as the ramblings of someone “drowning his terror in vodka.”
Retired U.S. Marine Colonel Mark Cancian described Trump’s announcement as “highly unusual,” calling it a clear signal of U.S. intent. Others, however, urged restraint, emphasizing the need to avoid further escalation.
