A New Era of Capacity Building in Nigeria’s Public Service

In the past 100 days, the Administrative Staff College of Nigeria (ASCON) has made significant strides in enhancing the skills and capabilities of civil and public servants across the country. This achievement was highlighted during an event marking the first 100 days of Director-General Mrs Funke Adepoju’s tenure. The gathering took place at the college’s premises in Badagry, Lagos.

Adepoju emphasized that the training initiatives were designed to address critical gaps in the public service and improve the efficiency of governance. Over 578 individuals from various government agencies have participated in these programs, including personnel from the Nigeria Customs Service, Nigeria Civil Aviation Authority, Federal Airports Authority of Nigeria, and several state public services such as those in Lagos and Delta. Other participants included staff from the National Information Technology Development Agency, Nigerian Communications Commission, Ogun State judiciary, and various petroleum-related organizations.

The training is part of a broader effort to modernize the public service and ensure that civil servants are equipped with the necessary skills to meet contemporary challenges. Adepoju explained that the programs aim to refresh workers’ knowledge and align their competencies with the evolving demands of governance.

Strategic Initiatives and Curriculum Enhancements

One of the key highlights of the initiative was the nationwide capacity-building needs survey conducted across all 36 states and the Federal Capital Territory (FCT). This survey provided the first comprehensive post-pandemic assessment of skills and institutional gaps within the public service. The findings are now shaping the curriculum review process, ensuring that ASCON’s executive programs remain relevant and up-to-date.

The updated curriculum will incorporate emerging competencies such as climate governance, gender responsiveness, and behavioral insights. These additions reflect a forward-looking approach, positioning ASCON not only as a current institution but also as a leader in future-oriented governance training.

Looking ahead, Adepoju outlined plans for consolidation and expansion. She mentioned the importance of strengthening partnerships with the private sector and development partners. The next phase includes launching the ASCON sub-national reform intelligence series, integrating artificial intelligence into governance offerings, and mainstreaming climate change and gender issues in the curriculum.

Expanding Reach and Embracing Innovation

Adepoju also announced plans to conduct capacity-building programs for public workers in Borno, Delta, Taraba, and Adamawa States. Additionally, there are proposals to organize similar programs for personnel in the Ministry of Foreign Affairs. These efforts underscore the commitment to reaching every corner of the country and ensuring that no region is left behind.

Digital innovation is another focal point. Adepoju revealed that plans are underway to embed artificial intelligence into governance practices, further enhancing the efficiency and effectiveness of public service delivery.

Partnerships with institutions such as the Nigerian Institute of Management, the Federal University of Agriculture, Abeokuta, and international organizations are being strengthened. These collaborations aim to deepen academic and professional linkages, fostering a culture of continuous learning and improvement.

Recognition and Future Goals

The event was attended by notable figures, including traditional rulers, community leaders, political office holders, and top government functionaries. The Head of Service of Lagos State, Mr Bode Agoro, praised Adepoju for repositioning ASCON as a key player in the national capacity-building ecosystem. He urged her to ensure that ASCON becomes not just a national treasure but also an African center of excellence.

Dr J.K. Alagbe, Director of Legislative Studies at ASCON, described Adepoju as a “workaholic and result-driven director general.” His comments reflected the positive impact she has had on the institution.

With a clear vision and strategic plan, ASCON is poised to play a pivotal role in transforming Nigeria’s public service. The focus on training, innovation, and partnerships ensures that the college remains a vital institution in the country’s development journey.
