As the October general election approaches, the ruling Chama Cha Mapinduzi (CCM) has taken a bold step into the digital age by launching an artificial intelligence-powered chatbot. This innovative tool, named Kijani Ilani Chatbot, aims to make the party’s political manifesto more accessible and engaging for the public. The platform was introduced on August 26, 2025, during a vibrant event held at Mlimani City, drawing thousands of young members from across Tanzania.

The chatbot is designed to provide instant access to key policy documents, including CCM’s 2025–2030 manifesto and Vision 2050. It serves as a direct channel for users to engage with the party’s development pledges, offering real-time interaction that allows users to ask questions and receive accurate responses. Mohamed Ali Mohamed, the national chairperson of the United Youth Congress of CCM (UVCCM), highlighted the importance of technology in strengthening citizen engagement. Khalid Mwinyi, the UVCCM Secretary-General, described the chatbot as a milestone in digital political communication. He noted that it enables real-time interaction, making politics more transparent and ensuring that young people feel central to governance and national development.

The launch received mixed reactions from UVCCM members, many of whom expressed optimism about its potential to enhance mobilization efforts during the campaign. Neema Msuya, a 26-year-old law graduate from Morogoro, appreciated how the chatbot simplifies complex manifestos, allowing young voters to engage with politics through their phones using language they understand.
Joseph Magesa, a boda-boda rider from Mwanza, saw the chatbot as a valuable tool for countering political rumors spread on social media. He mentioned that the platform allows him to fact-check and educate customers about CCM’s achievements in areas like roads and health, giving him confidence in his campaigning efforts.
Accountability and Civic Engagement
For some, the chatbot represents a tool for accountability. Rehema Chiduo, a final-year university student from Dar es Salaam, noted that the platform not only provides information but also puts pressure on leaders to deliver on their promises. She sees it as a two-way tool that empowers citizens to track the implementation of CCM’s commitments.
Political analysts believe that the use of AI in political mobilization could significantly reshape Tanzania’s electoral landscape. Dr. Hamza Msofe, a political scientist, observed that CCM is positioning itself as a party that embraces modern communication tools to appeal to young voters. With nearly 70% of Tanzanians under 35, translating complex policies into accessible digital tools could help the ruling party connect more effectively with this critical voter base.
A Strategic Move for the Future
UVCCM leaders have stated that the chatbot is part of broader preparations for CCM’s official campaign launch on August 28, 2025. The campaign will include a nationwide youth march under the theme “October, we tick, the future without stress.” As the country prepares for high-stakes elections, the chatbot is being framed as both a campaign tool and a governance innovation.
Mwinyi stressed that the initiative is about harnessing digital platforms to promote political education, democracy, and civic engagement. He emphasized the determination of the youth to be at the forefront, ensuring CCM secures victory once again.
