Trump Administration Accepts $130 Million Anonymous Donation to Support Troops During Government Shutdown

The Trump administration has confirmed that it will use a $130 million anonymous donation from an unidentified individual to support military personnel during the ongoing government shutdown. This decision comes as the federal government faces one of the longest closures in history, now in its 24th day.

According to a statement released by Pentagon spokesperson Sean Parnell, the Department of War accepted the donation on October 23, 2025, under its general gift acceptance authority. The funds were provided with the condition that they be used to offset the cost of service members’ salaries and benefits. Parnell expressed gratitude for the donor’s contribution, especially after Democrats opted to withhold pay from troops.

President Trump announced the donation on Thursday, describing the donor as a “friend” who offered the money out of patriotism. He claimed the individual reached out to him, stating, “I’d like to contribute any shortfall you have because of the Democrat shutdown. I’d like to contribute personally, because I love the military and I love the country.”

However, the legal implications of using these funds remain unclear. Congress may need to intervene to ensure the money reaches service members. Romina Boccia, director of budget and entitlement policy at the Cato Institute, emphasized that while the government can accept general donations, it is up to Congress to appropriate funds for federal employees’ salaries.

Defense Department regulations require donations exceeding $10,000 that support service members or their families to undergo an ethics review. This process ensures the donor has no significant interests that could be influenced by the gift. Additionally, donations with foreign origins face stricter scrutiny.

Max Stier, president and CEO of the Partnership for Public Service, criticized the process, calling it excessive. He likened the situation to treating military pay as if someone is covering a bar tab. Stier questioned the legality of the donation and called for greater transparency.

Senate Republicans introduced a proposal to continue pay for active-duty service members and other federal employees working during the shutdown. However, the plan was blocked by most Democrats, who argued it did not provide relief for furloughed workers. Several new measures focused on military compensation are expected to come before Congress next week.

White House officials have not specified how the donation will be allocated within the federal treasury. The current stalemate between Republicans and Democrats over health care funding has led to the prolonged shutdown. Both parties have shown little willingness to compromise, making the situation increasingly tense.

In addition to the anonymous donation, the Trump administration recently shifted $8 billion from military research and development funds to cover payroll. This move ensured that military compensation did not lapse. However, it remains uncertain whether the administration will be able to make similar adjustments as tensions rise over the extended shutdown.

As the government shutdown continues, concerns about the financial stability of military families and federal workers grow. With no clear resolution in sight, the situation highlights the broader political challenges facing the nation. The impact of the shutdown on service members and federal employees remains a critical issue, with both parties using it as a point of leverage in their ongoing disputes.
